Well Orochimaru got his head on the scrolls with the forbidden jutsus in Konoha.
But jutsu are perfected over time just like how 4hokage's rasengan was better than j-mans and how naruto's is better than the fourth'sTobirama's edo tensei wasn't as powerful as Kabuto's. I say it's likely the bodies used in Tobirama's edo tensei weren't self-aware but lifeless puppets. And it must have been a technique designed only for war and thus it's likely the second wanted it to be forbidden unless used in absolute emergencies aka war

If you go back in read the manga Kabuto said that he kept some of their personalities intact purposely he could have made them lifeless just like oro did the first n second. Another reason why oro kept them this way probably is bcuz the second made the jutsu he could have released himself just like madara did. And you at like just bcuz they weren't speaking it made it less of an abomination to the ninja world.Yea but Asuma was self-aware, he wasn't lifeless. Compare him to the Tobirama and Hashirama Hiruzen had to fight. As far as I remember they were completely devoid of life (Same with any edo Kabuto stops controlling)
So if the technique worked like Kabuto is using it back when Tobirama invented it, Tobirama should be considered an "evil" character having created a true abomination, but since the bodies were probably lifeless and only used for their abilities it's not that bad
