Those are the words of the Council of Europe's humans rights.Also, from your links it appears most of what is being considered 'racist' in France is in fact a reaction to terror attacks/threats. There was another article from the same site u linked regarding the identification methods teachers should use to chalk out potential jihadis/extremists.
