Jupp! Minato would have soloed all the pains, but more important, pain would not have invaded in the first place, Nagato is not stupid, he wouldn't have risket getting cought in Minatos Flying Thunder God Technique , he would have used another tactic to get Naruto.

I think they went for him out of respect for his power, but also because he would have been, in theory, easier to control than her. Tsunade has butted heads with the elders, a lot. She's got a very strong will and the thing about being a leader is knowing when to use it. 4 very opinionated people, 2 elders, Tsunade, and Danzo means hell. Probably a lot of fights.
