Also, of course Tsunade wasn't the first choice. She was retired, she never was an option before Jiraiya said he can make her come back to the village.
Also Hiruzen is clearly the weakest hokage. Minato belongs in the same skill level with Tsunade. :|

I agree that Tsunade was the last option since the Leaf was desperate for a Hokage and the two candidates at the time did'nt want the position.IMO she is the weakest of all the Hokage and is not equiped to combat threats to the village like Pain.

Minato, Tobirama and Hiruzen would all have been annihilated by Pain. xD
And Hiruzen is weaker in combat than Tsunade. Minato majorly lacks firepower for a kage.

OT: That's partially correct. Jiraiya would be Hokage he wanted to, but she fits the spot quite well.
And never compare anyone to Hashirama... He's the closest thing next to the So6P alongside Madara.
You mentioned Hiruzen and said she's out of his league. Ok, imagine he was in her spot during Pain's invasion? How is he supposed to do something for his village? Shove his Enma pole up Deva's ass? She actually did something during the invasion by protecting the villagers and shinobi.
Besides, any kage doesn't have to do all by himself, every village has jonin, chunin, etc... A kage alone doesn't keep the village going on.

Tsunade just healed the wounded while the village got decimated. Didn't even try to fight.
