The Joker hears the words and follows, focusing on the portal with his eyes, he calls forth all the willpower he has, seemingly projecting it in to the portal, slowly a mass of Keigoku is visible, bursting forth from the portal like a block of purple goo of some sort, attempting to latch on to any sentient being in range of the portal, calling out for destruction.Good...now attempt to call forth Keigoku through said portal with just your eyesight.

One of the Nekura Clan's most secretive and fabled techniques, the Evil Eye, or Jagan, is the signature technique of the Nekura elite. To perform this technique, the Nekura member must know the method of transferring Keigoku through eye contact alone, which comes from special training with the clan head. Once the opponent locks eyes with the Nekura, Keigoku instantly transfers onto his face and eyes, causing him severe searing mental pain that causes him instant incapacitation and could cause madness on prolonged contact.
The technique may be used thrice per battle - however, per battle it can only be used once on a particular enemy. So, in a one-on-one battle, it can only be used once; in a one-on-many battle, it can be used thrice on three different opponents.
The Keigoku transfer is instant, however, the stronger the mind of the opponent, the shorter the recovery time. For MS-wielders, whose minds are strengthened by Genjutsu expertise, the time of incapacitation is thirty seconds; for normal sages, a minute, and increases by twenty seconds per rank as it descends.
The Nekura cannot use any more Keigoku techniques for two turns after.

Well, good but wrong in a few points. Though it requires eye contact, it doesn't have to be long as the technique happens near instantly, the jutsu actually says instantly. This means that after establishing eye contact longer than a fleeting glance would trap the enemy in the jutsu. Also, the portal opens with Keigoku near streamed out instantly. The only real drawback is the requirement of eye contact, since most people try to avoid eye contact instinctively, which is a shame, also it won't work on any other Nekura, and it can be predicted with the portal opening, leaving maybe a split second to react, more than enough for a speedster bio.
The positives is the sheer damage it does, it literally ends most people on contact crushing there mind brutally.

You're able to use this one three differemt people, however, you can only use it once on each target, making it more of a sure shot type of jutsu. Though OPed, it's fairly simple.
