Hmm, it's essentially like a Keigoku susanoo, so with that in mind we can have different manifestations which is awesome, can it use ranged weapons though? as in a smaller weapon that reaches mid range, maybe like a deck of keigoku cards that it can throw? xd

Well...it says melee ranged weapons..so I'm not sure. In theory, it'd be possible but due to the wording of the technique, I'd advise against it.
Yes, it's a heavily defensive jutsu, shielding the user from harm from attacks that do damage and cost chakra of 40 and below (most of the jutsu list). We are able to use Nekura jutsu with this as well, yes. As the oni is a shield around you that doesn't hinder your movement, you are able to move at speed enhanced speeds and still use this. Meaning if you were able to, you could remove weights and continue moving rapidly with the oni moving the same speed.
And no, techniques that have to work under us pose no weakness nor threat to us. Unlike susanoo, we have to be hit straight on to get knocked out. If a technique is made to work below us, it won't work, as said in the description. (The part where it says excluding those made under the user).
This also means that any technique that is above 40 chakrs points that comes in contact with the Oni will continue onwards true enough, yet will be one rank weaker, with strengrh equal to an A rank regardless of the elemental power.

I begin by forming four portals around myself, opening each one and releasing torrents of foul keigoku, the mark on my hand burns with energy, as the portals struggle against the overwhelming cascades of Keigoku.
I begin taking control of the Keigoku next, forming it in to the shape of a huge spectral guardian, that looks like a twisted gargantuan version of myself, with enormous claws for fingertips able to swipe up to mid range effortlessly, it appears solid for a moment, before becoming a deep purple colour, like a spiritual guardian, evil incarnate.

What i have seen of it, it's a technique that transfers Keigoku through eye contact, seemingly requiring no portal it forms directly on an opponent or whatever my field of vision targets, similar to amaterasu, and on contact it inflicts an incredible amount of mental trauma, literally tearing the brain apart, turning said target in to a vegetable, it's less tangible than Amaterasu also, bypassing objects in the way all Keigoku does, so a small tangible defence will not prevent it working.

When you look a foe in his eyes, you will a portal open directly onto his face and eyes, causing intense pain of course. Not all have been able to master it's use. Though the process seems easy, it requires great concentration at the beginning to open a portal with just your eyes, which is why only Councilmen and above can use it. That being said, use your chakra to call open a large portal from just your eyesight alone. Dont try to stream Keigoku yet, just open the portal.
