You cannot just make assumptions just because. I mean logically SHOULD he be able to use it? Of course. But he did not show the ability. He'd also have to train with it long enough before he could use it practically in combat anyway.

Yes, they share the feats, DMS kakashi is merely what a DMS obito would be capable of, had he been at full health & had a body atm.
It's obito's chakra, obito's eyes, & obito's rikudou senjutsu. Nothing suggests he can't use susanoo unless you believe that kakashi can control obito's chakra better than he can himself. However that would make no sense since it's a fact that obito has better chakra control than kakashi [controlled 5-6 bijuu simultaneously].
Obito's chakra possessed kakashi, the only things that obito needed were a chakra refill [which he got when he died] & a body. His chakra could've possessed any body & the result would've been the same. Obito used kamui to cheat death & he gave his powers to kakashi as a result, they share the feats.

It was obvious that sage chakra allowed PS to manifest. Susano goes through steps from Ribcage - Legged Susano before PS manifests. With Sage chakra that whole process was skipped and PS manifested instantly. U_U
