It is not a part of Kakashi's arsenal, and neither is double Kamui, or any of his other DMS feats. Obito's soul literally possessed the guy ... LITERALLY. Without his soul, Kakashi is not doing shit. PS is only a part of double MS Obito with sage chakra. Not at base level.
