Ghost Obito? Sorry but he doesnt have anything like this.

But Kakashi is good enough to be the Hokage seeing that he's the 2nd or 3rd strongest ninja in the village. (after Naruto or after Naruto and Tsunade. Sasuke is rogue so..).
