Copying =/= Knowing
For example: If you take a test in school, and you copy, does that mean you're smarter?

Having the sharingan is like having a photographic memory. So I would imagine he can remember them all.@EliteKakashi
Yes I agree that he knows how to execute the jutsu, but my main point is that he cannot remember it all. It's basically the same has copying a test and forgetting it afterwards.
It was Water Dragon Jutsu, a jutsu that he has shown to remember fully three years later in shippuden...Think about it. How many hand signs did he have to copy from Zabuza to execute Water Wave. There were like a hundred handsigns.
No one can memorize instantly. They would actually have to practice it.

Copying them=Being able to use them.
If he copied it, then he learned how to use it, which means he can use it. Sharingan memorizes the hand seals copied so of course he will be able to use it again.Not my point.
