Tsunade wouldn't have sent her if she didn't believe in Sakura's (her student) abilities, and besides Sakura had 2 antidotes and probably would use the seal if Chiyo wasn't there to help, and Sasori was really a threat to her he was easily breakable with her strength and her a medic, one who is quite good with poisons. And it was Sakura's power that won the fight Chiyo was just a controller for some parts.

None of that matters, sakura alone wouldnt have lasted after the first attack. That's fact.

Kage level is more like a bottom line. If you are kage level you are above that bottom line, then there are low, mid and high kage level ninja, and after high kage level then there are those who are above kage level, known to as "demi-god tier" or labeled simply "above kage level". In hashirama's case, he can be a kage even if he is above that level.

At that point, Madara is not the same Madara as he was when he was fighting Hashirama, Edo Tensei, Mokuton and the Rinnegan made the Gokage's attempts pointless. Which is exactly why they experienced so much difficulty in the fight.

Kage-level is subjective at best.


However, you can assume one has reached Kage-level when a character has the ability to defeat a Kage or being noted as Kage-level by a Kage.


An example would be someone like Madara Uchiha, a ninja never outright stated to be a Kage-level shinobi, defeating the Gokage and Hashirama Senju noting he wanted Madara to become Hokage.

Another example would be Sasuke Uchiha when he created Hebi. He was able to fight on the level of Itachi Uchiha, noted to be an S-Rank criminal and Kage-level intellect, and defeating Deidara, another S-Rank criminal who defeated the Kazekage earlier.

Hebi sasuke did a decent job against Itachi, but that's mainly cause Itachi was sick so I'll let that go.

As of now theres a huge difference between Hokage level and Kage level.
Even Tsunade was more powerful and doing more damage to Madara than any of the other Kages. Even by herself..she seemed to outshine A, mei, Gaara and Oonoki..showing her outstanding power and amazing medical ninjutsu.
