To be a hokage you must be able to compete with nina such as the sannin.

Sakura wouldnt last a min with anyone above + many more

Deidara soloed gaara lol, plus deidara skill set easily makes him kage level.

Hashirama and Madara together would have no chance against the Juubi's jinchuuriki. Even on his deathbed, whilst no longer the Juubi's jinchuuriki, he created the Moon. Imagine what he could do while younger and still the Juubi's jinchuuriki.

Right now, Sakura >>> Sasori. So by that logic, she is kage level.
So you have to remove Sasori from Kage level list.
Sakura is High Jounin level, and has to have more jutsu's that equal the power of Yin seal, Slug summoning, and possibly slug sage mode to reach Kage level.
This is comming from a Sakura fan btw
