[Discussion] Kage Level Ranking

upper class S shinobi
Nagato- All the powers of Pain and his huge chakra supply.
Harashima Senju- The power to suppress all the tailed beat and his wood jutsu could even bind the kyuubi, who is said to crush mountain and cause tsunamis
Madara Uchiha- The first Uchiha to unlock EMS and fight Harahima on even ground. Even when he claimed to be weakened, a shell of his former self the shinobi world still takes him seriously. He could even summon the kyuubi.
Minato Namikaze- A sealing master, he created Naruto's Four Element Seal on the fly and thought long enough to reserve chakra just in case Naruto's seal reached 8 tails to reseal it, created the flying thunder god jutsu the best reverse summing jutsu ever made. He created the rasengan in hope to make a jutsu like the FRS. His speed was the best seen. Other shinobi were told to flee on sigh if they saw him.
Itachi- Ever since he was young unlocking sharingan at 5 or 6 graduating the academy at 7 and becoming AMBU leader at 16. He is great at everything, seals, Nin, Tai, Gen, smarts and speed. Out matched Kakashi easily. All this without MS when he is virtually invincible with the special sword and mirror equipped to his Susano'o. Tsukuyomi can one shot anyone and amaterasu can burn through anything.
Jiraiya- Base mode is bad ass, he can defeat anyone one even survive a fight with the 4tailed kyuubi He is also the best barrier user easily capturing Kisame and Itachi forcing Itachi to use amaterasu and killing one of Pains bodies. With sage mode he is almost virtually unstoppable, almost unlimited chakra, super powered nin, tai and physical strength including speed. With Ma & Pa on his shoulders he really doesn't need to dispel genjutsu, They are centuries old so their experience level is great and their jutsu are fearsome; their tongues completely destroyed Pains chameleon summing and they are genjutsu masters anyone who faced Jiraiya would be surprised by him using genjutsu.
Mid S class
Killer Bee- Has complete control of the hachibi. When used his power greatly increases. Only the sharingan can dodge. With one attack from version 2 its a one hit KO. He could probably do much more with his powers but we didn't see it.
A- His speed and power is matched to only his brother. He easily subdued the hachibi and cut off it horn. Chakra goes to tailed beast levels
Naruto- base mode he is Kakashi's level. His tactics are second to only Kakashi and shikamaru, chakra is great its a big as Jiraiya's and Naruto is only 16. Sage mode everything of his increases Speed, nin, tai, physical and chakra increases dramatically, he is also able to use a full powered FRS. and different variants of the rasengan. (Kyuubi/sage mode would increase him to high S class but he doesn't have access to the kyuubi yet).
Sasuke- His basic skills are great. speed, nin, tai and smarts are jounin level. MS gave him access to great jutsus. Amaterasu he has access to it more than what Itachi did with Enton. Susano'o makes him untouchable to most ninjutsu and Karin is the strongest S class lightning ninjutsu ever seen.
Orouchimaru- Was feared by everyone in the leaf when he infiltrated the chunin exams. His snake ninjutsu and body modification makes him almost impossible to kill.
Tsunade- The 5th hokage she is world renown for her healing abilities, she even healed the whole village with the help of Katsuyu. She can heal any part of her body making her invincible in battle. She being the only known senju has great stamina and physical strength. She can also use her medical skills and smarts of the human body in a fight.
Hiruzen Sarutobi- We don't really know his true strength when he was younger but his fight with Oro shows that he still was powerful at the age of 70. his mastery of jutsu is also great supposedly mastering all the jutsu in kohana.
low S class
Kakashi- Sharingan master, copied over 1000 jutsu, most complete shinobi speed, nin, gen, tai, smarts, power, decent chakra and is currently the first candidate of the hokage title. The only non Uchihia to gain MS.
Gaara- Great chakra, defense and his mastery of contoling sand makes him a serious threat.
Danzo
Their are others that didn't make the cut but are still their like Sasori is mid, Kisame is mid Dediora is low.

I have to disagree with this one. Kakashi didn't stand a chance against god realm. He got backup from Chouza's team including Chouzi.

Look I understand how some of you like Pain, But He was push to His limit physically by Naruto and Change His mind because of Naruto. Victory belongs to Naruto. As for Kage ranking that over rated. Orochimaru kill the 4 kasekage and pretended to be the Kasekage. Sansori Kill the 3rd Kasekage too. So being a Kage dose not make you stronger than the next Guy automatically.

Im surprised everyone rank characters just by their offensive abilities. Like "Lmao you think Oro can beat pain?" Thats how you rank kages?
Even tho Pain (for example) is more strong offensive than Tsunade, I wouldnt choose him as kage just because he got sick abilities like shinra tensei, plus hes mentally disturbed.

Kage or as I like to say S class ninjas are shinobi that can do devastating attack viva jutsu, gen or physical strength (speed and attack). They are tactical and/or jutsu smart and have at least developed their own specialized jutsu that only they can do.
They can take out a large number of shinobi easily and are feared and famous.
Oro was stated by the 3rd that the AMBU couldn't touch Oro
