[Discussion] Kage Level Ranking

I'm bored so I decided to try and put all the Kage lvl nins we have seen in action into an orderly list.

Upper Tier:
Pein - at full power with all bodies he isn't getting touched

Uchiha Itachi - at full health (no disease, no blindness)

Namikaze Minato - said to be strongest Hokage

Sarutobi Hiruzen - strongest Kage of his time

Senju Hashirama - creator of the forest

Senju Tobirama - ocean man

Mid Tier:
Gama Sennin Jiraiya - awesome dude all around

Orochimaru (healthy)

Hoshigaki Kisame (with obedient Samehada)

Raikage (current, both arms)

Killerbee

Uzumaki Naruto

Uchiha Sasuke

Tsunade

Sasori

Lower Tier:
Kazekage Gaara

Mizukage (current)

Tsuchikage (current)

Yes you did, just they probably skipped that.
I would think of Kakashi in Mid, and gaara also.

I dont agree with this but then again you do say you wanted help with this list. Theres a lot to be said on this topic on who is the strongest and it really gets more complicated by having certain characters being more specilased in one area. So that would mean certain charcters are more useful in different ways.

So for example "Character A" can beat "Character B" but he cant beat "Character C".

But on the other hand "Character B" can beat " Character C".


There is also the fact that a lot of the charcters we havent seen there full potential or havent seent hem much at all. Examples of this could be the 1st Hokage, 2nd Hokage and the current Tsuchikage etc.

All of this can be taken into acount but a lot of it is going to be asumptions. Examples would be like trying to predict how pwerful Itachi is at full power/without being partially blind.

Namikaze Minato/4th Hokage was never stated to be the strongest Hokage. Correct me if im wrong.

Sarutobi Hiruzen/3rd Hokage was stated by Iruka to be the strongest Hokage of all time (In his prime).

There are so many kage level people in naruto it would take a long time to odo all of it. I would make a list but right now im not in the mood xD.

Itachi even at crap health and diseased still managed to own everything.

His disease did weaken him, but even diseased he could still use all of his techs, including the masterful susanoo which even sasuke said how the hell did itachi use the perfected one for so long when he aches all over with his little imperfect one.

Steinbiz is justr angry because Jiraiya isnt in the top tier.

Seriously i have even compiled a word document of his agreements and disagreements, and 99% of the time his disagreements are caused by Jiraiya not in the limelight, and 99% of his agreements are Jiraiya ass licking.

I even used Minitab and a T test to see the statistical strength of how biased he is.

I got a P value of 0.000000000000000000000000000000001

For those who dont do stats, hes biased...towards Jiraiya...

Top tier

Sasori (he did beat the strongest Kazekage)

Mid tier
Orochimaru (He kinda slides between top and mid tiers, i wanted him in top, but then i remembered Oro was shitscared of the akatsuki, and he was the weakest in akatsuki, so i couldnt bring myself to put him in top tier.

Every other akatsuki that hasnt been mentioned yet
Kakashi
Sasuke
Naruto
Tsunade
Danzo

Why does everyone keep putting Naruto in the middle and Pain at the top. pain destroyed Konoha and killed numerous people including Jiraiya and Kakashi (who was brought back to life by Nagato(pain) and Naruto stopped Pain no one in the entire village could do that not even Jiraiaya grant it if Jiraiya had known Pain's weakness he probably could have.

b.) I am not a real big Danzo fan but I think he is alot stronger than most people are giving him credit for did you see the way he just stood then when Madara showed up he wasn't scared or worried or anything he was relaxed and getting ready to fight probably the strongest character in the Naruto universe up to this point besides the the Sage of the 6 paths.(Rikuudo Sennin)

You have to remember that Naruto came in after Pain had already used a tremendous amount of chakra and taken out numerous top level shinobi. On top of that Naruto had prepared for the battle by keeping two sage mode shadow clones back with the toads. Under normal circumstances he wouldn't have been able to do this. Even after this he had Naruto pinned down with chakra sticks rendering Naruto helpless. Only after interference from Hinata did Naruto escape that situation. Even still after the entire battle the real Nagato was never defeated. Naruto simply changed his mind so that he became good. Also remember that during the fight Pain had no desire to kill Naruto, he needed Naruto alive in order to extract the bijuu.

Just because Naruto is alive and Nagato is dead right now it doesn't mean that Naruto is stronger than Pain or on the same level. There are various reasons you can say Naruto is as strong as Pain.

Jiraiya knowing pains secret=win is like saying if Sakura knew all sasoris moves like chiyo she wouldnt have needed chiyo.

Ninjas have secrets and trump cards and battle plans to become BETTER.

And last i checked Naruto who mastered sage mode, and used it twice in a row against Pain, with help from frog summons still got owned by god realm even after he had used mass amounts of chakra etc.

9tails is what got god realm, and even then Nagato was ready to make a bigger moon to trap 9tails in.

Naruto still has a ways to go before hes at Pains level

I'd move Tobi to lower Kage tier. There's nothing tpo suggest he's on the level of those other high members. I'd probably also move Tsunade down into the lower tier and move Gaara up to the mid Kage tier. The rest I'm fine with but not really looking too hard.

Because just like Itachi, Nagato was dealt an unfavorable handicap when the fight started. Things like having exhausted half his chakra before the fight, having his main body out of action for a good length of the fight, his abilities being sent to Pain instantly via the slug, Pain only going for the capture option etc.

People seem to always forgot what Pain says following that line. It's merely praise for his former teacher which he still had some sort special spot for. We know that Pain held back as well during that fight.

Yeah I don't know where I got Minato as the strongest... Sarutobi was the strongest Hokage and the strongest Kage in general.

Pain is definitely still the strongest. Pain flat out owned Naruto with just Deva Path even after Naruto was prepared with kage bunshins collecting natural energy and info from the slug. Itachi is definitely the second strongest. He could easily use Susanoo and kill/seal any ninja except for Pain and his chakra sucking powers.

And yeah I guess we don't know enough about Tsuchikage and Mizukage to place them but they probably would be mid tier.

Jiraiya is higher than mid tier but not exactly upper tier. I mean he was awesome but he had his limits. Hes not up there with a man who can do a 44 seal suiton with one hand seal and no water around or a man who can create a forest out of nothing but chakra and all bijuu to his will or the man who learned all jutsu in his village. Orochimaru is probably just under Jiraiya.

I think Danzo and all the other Kages at the Summit are around the same level with maybe Raikage being the strongest but they're all probably mid tier.

I'm not really sure where Naruto and Sasuke belong but I know they're close together.

This ^^ but i think that i would put Kakashi into the middle Tier. Also wpuld take out Hidan coz whatever skills he has(which isn't that good anyways since only thing is that he just doesn't die), his stupidity negates his skills. Also I think Shikamaru's Dad should be put in middle Tier and Hinata's Dad into lower Tier...

I disagree with this statement of yours. Iruka may have said this but it may be a biased opinion. The First Hokage had a number of the tailed beasts until his control and defeated Madara Uchiha at full power with the EMS and not to mention founded and created Konoha with his wood release. His powers and abilities were so intense that the wounds he inflicted upon Madara still affect Madara after the sixty years time gap. In my own opinion he is the second strongest right under the Rikudou sennin.

Why does everyone keep saying that Nagato was at a disadvantage in the fight he still had tons of chakra left. He even used his most powerful Technique on Naruto(Chibaku tensei) the same tech. that sealed the Juubi(10 tails) naruto still broke free and destroyed every body of Nagato's. Sorry but right now Naruto is top 5. And you are right interference from Hinata helped naruto but she didn't so anything to hurt Pain. It was all Naruto lets face it naruto is the strongest ninja in Konoha now. Everyone knows especially Kishi i mean he is about to make Kakashi the Hokage and Pain killed him pretty easily(it was because of naruto nagato brought him back) although he put up a pretty impressive fight.
