Here he clearly states that sandaime hokage is the man who inherits the will of the 1st and 2nd..
it's obvious the one who inherits the will of not only the village (will of fire) but the will of the third, is the fourth.. he wanted oro to be that person

People always like to hype the likes of Hashirama, Hiruzen, Minato, Itachi or others, but always forget Jiraya's place in this manga. When we talk about his hype, some people always try to give excuses, but if we look closely, Jiraya was always portrayed as someone on Itachi's level if not stronger, but it seems that people don't read the manga well and start to underrate this guy. Just to make you remember Jiraya's place in this manga, i will show you some sentences coming from the people who faced him:

Kisame, someone considered here as a powerful Akatsuki member definite Jiraya as someone out of his league. Even Itachi says that if they faced off, they might end up killing each other, at the very least, they will hurt each other badly and that back up won't make a difference

^ You do make a valid argument, but Itachi's name means "weasel" for a reason. I guess we'll never truly know if Itachi was being modest or whether he was admitting that Jiraiya was his better. Still, in the end Itachi and Kisame ran away from Jiraiya. They retreated. Kisame wanted to know why since Itachi broke out of Jiraiya's legendary Toad Mouth Trap Jutsu to which he said no shinobi alive has ever escaped.

^ Itachi probably knew he could take Jiraiya, but maybe thought it wise to flee because he had that lame "unknown disease" which was probably tuberculosis on top of using Tsukiyomi and Amateratsu. It had to have fatigued him a lot.
