Gaara= kisame beats him high diff depending on terrain it can go either way but I c kisame winning more times then not
Also water does not effect Gaara Sand -_- and majority of naruto verse battle field is some type of rock/grass plain which Gaara can use to create desert even if Gaara is caught in water dome he can create his sand ball stay in it or fly out of water dome in it but like I said I c kisame winning 6/10 times

Trollkage= he takes kisame mid high diff kisame is horrible at genjutsu according to the databooks Trollkage Jutsu would **** him up
Yagura= little to no feats kisame should be able to beat him similar to what he did to killer bee
Mei= kisame mid diffs her -_- even if hidden mist is played kisame knows silent killing also acid mist may work but kisame should either be able to absorb the chakra from it or heal while getting hit by it he has excellent durability

Tsuchikage
Both onooki and Mu defeats him mid high diff

Raikage
3rd raikage= idk on this one while kisame can take his chakra what does he have tht will damage him and all 3rd needs is one hit this is up in air
Ay : again idk he is 2 fast and kisame will get blitzed then again can Ay put him down

Rasengan will be absorbed since it's chakra. Stabs and slashes won't kill him since he can heal the damage easily.

Kisame isn't absorbing an attack that's too fast for MS Obito to react to before it tears him up.

Kisame isn't going to heal from getting his brain punctured by a stab or getting his head cut off, not only that but he needed tons of hachibi chakra to heal from bee's attacks which is something he isn't going to get from minato.

He's a medium to high leveled Kage. You need to be able to stop his domination of the battle field either through out powering him or preventing him from taking control. There's no a lot of shinobi who are capable of this, but they are out there.
