Is Kisame higher than Kage level ?

From the current Kages he could take on Tsunade, Gaara because water is a counter for his Sand to form shapes and maybe can take on Mei.

OT: yes he's mid to high kage level. IMO, he beats all the current kages 1 on 1 with the exception of Ohnoki. Other kages in history who could beat him are Hashirama,tobirama,minato,mu,trollkage etc
