Is Kakashi still Kage level without a Sharingan ?

High jonin imo. He still has his arsenal but he can't use it as efficiently as he did when he had sharingan. He can't use Kamui anymore and his Chidori has that nasty tunnel vision effect again or w/e it was.

Just because he lost the eye, doesn't mean he lost his arsenal of jutsu, it's not like eyeballs can store information.

he is faster than her so she cant hit him with her fist
and if he managed to cut her with raiki or lightning chain ,the fight will be over

Like others have said Kakashi is high jounin - very low kage level. When he lost his sharingan he didn't lose the other 1000 jutsus he had learned in his lifetime they just simply became less effective. He still has the experience and intelligence of a hokage just not the power he once had with Kamui. Assuming Kakashi survives this war all that means is that now he has to be more careful than he once was when facing his enemies. It's not like when he was young and arrogant and didn't care about risks.
