Only high Jonin level. Not kage level. His sharingan was everything for him, not it'll be harder for him to read people's movements thus affecting his taijutsu and chidori usage. He won't be able to copy other people's jutsu and he won't be able to get out of genjutsu as easily. Plus, no Kamui. That his #1 jutsu, his last resort but now it's gone.
