There is a clear difference in intelligence, wisdom and experience between Iruka and Jiraiya.

Just because he lost the eye, doesn't mean he lost his arsenal of jutsu, it's not like eyeballs can store information.

he is faster than her so she cant hit him with her fist
and if he managed to cut her with raiki or lightning chain ,the fight will be over
