Is Kakashi still Kage level without a Sharingan ?

I'm not sure if he is. He might be in between high jounin and Kage level, he still does posses a variety of techniques , knowledge and some really powerful Raikiri variants ( he can still use them without the Sharingan but not as good )

However lets face it, kamui was his forte. Even if he was to be chosen as Hokage, he wouldnt be able to defeat even Tsuchikage or Raikage.
Maybe Gaara.

After Kakashi lost his MS he is no longer Kage's level unless he use those gates like Gai .
