Let me ask you this. Why do some prayers get answered, and some don't? Why do some people get to have God watch over them and allow them to live, when there were people who were just as devoted or more devoted that ended up killed? Did God pick and choose who he wanted to save, and who didn't? If so, that's not a very loving God.
And if God is intervening in our lives, why allow rapists, killers, kidnappers, extortionists, corrupt politicians, all of those evil people, to exist? Why not stop them and erase the evil from their heart? Free will? God values the free will of those evil people more than the lives they take or ruin? God valued Hitler's free will over the Jews, homosexuals, and blacks he killed? God valued the free will of a rapist over the safety of the woman or child he made into victims. I once saw a video on Facebook of a man ****ing a baby. I didn't watch the whole thing, I stopped once I saw him start doing so. God valued that shitbag's free will over that baby? Does that sound like a God worth worshipping?

for your first question, he doesnt answer everyone prayer because majority of people who pray to him have a little or a lot of doubt that he exist
And for your second question, he still believes that they can change so he would not kill them, he will just wait patiently, like he's doing with you because he is a merciful God
