Itachi tier 2 Kotoamatsukami on Naruto is PNJ also Izanami is PNJ.

Hashirama is like Naruto, Itachi and Minato; a battle genius. Tobirama falls under the "development" genius like Orochimaru. He's intelligent because he created Edo Tensei/FTG/1 Seal Suiton Techs.
