This is all Madara plan, Obito might trick Madara but that doesn't prove that he is smarter. Naruto tricks opponents all the time and where is he on your list.

Naruto is on tier six, Obito has all of Madaras knowledge and he has good medical skills, mainipulive skills, anaylizing skills. It's safe to say he's outclasses Madara here.

Obito hasn't made any. That I will admit, but he outclasses Madara, because of his other skills and the knowledge he has.

Tire 3 : Onoki , Yamato , Sasuke , Tobirama

Tire 4 : Jiraiya , Nagato , Hurizen , Neji , Gaara , Sai , Mei , Deidara , Konan , Sasori , Chiyo

Tire 5 : Hashirama , Tsunade , Sakura , Kakuzu , Shino ,

Tire 6 : Naruto , Hidan , Kiba

Kakashi should be higher. He's shown more intelligence feats than Madara, that's for sure.

I agree, that's the only complaint I could think of.. pretty solid list..

Madara is strong not ''intelligent'', if he was intelligent he would have taken Susanoo off Kyuubi and used it on himself, seeing as the Susanoo was completely useless on Kyuubi

then he prob wouldn't have lost to Hashi

in the manga it stated Kakashi was as smart as shukaku and minato and itachi are smarter than him.

Also obito should be knocked down some cause he isn't smart just followed Madara's plan

You have put shinobi like yamato,jiraiya,orochimaru in tiers above sasuke, which looks wrong to me.
