Really depends tbh Shikamaru and Obito are better at formulating plans, but Minato and Itachi are better at analyzing the situation and are wiser, Kabuto and Orochimaru are more book-smart.

That list is quite solid. Though, I would personally place Madara and Kabuto in tier 2 instead of Obito, and add Hashirama with Obito to tier 3. But aside from that, it seems accurate enough.

For the most part, it's decent. Where's Hiruzen and Tobirama; "the Professor" and Inventor of Edo Tensei? Sakura should be tier 4 for figuring out how Obito's "intangible" ability worked.
