I think while this is true, due to amaterasu being shown to have projectile-like properties, very few excluding Gaara or maybe Hashirama can muster up a defense in time to effectively block amaterasu. Speed is the most effective option against it.

Amaterasu is not a projectile, it spawns where the eye is focused, the reason Raikage dodged it was because his body flicker was to quick for the eye to focus on, enton is a projectile.

It took ages for the sealing scroll to completely suck up the fire, and there was so little of it too. Jiraiya cannot seal Amaterasu in a real battle when it's coming at him. This is a misconception. His only option would be to avoid it.
