(kakashi can make rasengan as we know and he was tought it by his sensei minato so its quite possible!)

Rasengan is much more powerful than the Chidori. Therefore, if the Chidori were an Electrical Rasengan, it would be more powerful than the regular Rasengan.

If there were an Electrical Rasengan, it would most likely be surrounding the Rasengan, not contained within, and the Rasengan's spherical form would be visible.

Fuuton: Rasen-Shuriken is a Rasengan ENHANCED by Wind-Natured Manipulation, and as seen by few, Katon: Rasengan (used by Jiraiya in a Naruto Game) is a Rasengan ENHANCED by Fire-Natured Manipulation.
Therefore, from what we may know, we may conclude that a Rasengan combined with Nature-Manipulation is MORE POWERFUL than the original form, and is SURROUNDED by the Element it is being combined with, creating a more powerful jutsu.

analogicaly: after adding lightngin manipulation to rasengan we get teqnique called chidori!

if what you say is correct.. why would kakashi say that naruto surpassed him by creating that jutsu? do you honestly think both sasuke age 14 and young kakashi did what even the 4th wasn't able to accomplish?

the whole reason to this, is because rasengan is just extremely advanced in spatial recomposition. but, its only spatial recomposition. if you were to physically recompose ur chakra to resemble electricity first, and then spatially recompose it at an advanced level of rasengan's, you'd end up with an electric attack far beyond the levels of chidori/raikiri.. and please dont say its "Kirin".. kirin is just a powerful controlled lighting bolt.. chakra wasn't even used.. sasuke was out of chakra when he used it..

Rasengan doesn't shred. It keeps on twisting the "hitting point" and makes it look likes its shredding. It is in no way shredding as to how if it is then it would be a Rasen-Shuriken.

Chidori is pure lightning chakra.

Chidori (a.k.a. Raikiri) is a Ninjutsu technique developed by Hatake Kakashi utilizing the Lightning Element. Chidori allows him to cut through any foe. Chidori and Rasangen are very diffrent, and FRS is even more diffrent.
Yes in both cases you pump out enough chakra into your hand so it's visible, however, Chidori is soley lightning and Rasangen is just spinning chakra. Rasangen is used for blunt damage (exploding stuff) Chidori is for piercing and slashing. FRS cuts too yes, but, (being based on Rasangen) is also explodes. I'm not sure what a lightning based Rasangen would look like but you would still deal blunt damage with lightning also harming your opponent.

There are two diferents natures of jutsus. Lightning and wind. Kakashi once told that he always tries to impress the lightning nature, but fail.

Jiraiya also said that "it was an incomplete jutsu." If chidori was lightning style rasengan, Kishi would have pointed that out already, plus it would have a different name, something like Lightning style - rasen chidori or something like that.
Bottom line... only naruto has completed the rasengan..
