The only true Hyuga in the series that actually cared about their clan surviving and actually fixing their problems would have been better but you can't change what happened.
lmao Why oh why do people have bias between Neji and Hinata just because of their gender? Neji, like Hinata, never got to have his character fully develop past part 1. Like Hinata, he never shows an incentive to change the caste system.
Neji and Hinata BOTH had plenty of potential for character development beyond what they got in p1, in relation to each other, their team mates, their abilities, the Byakugan's secrets, the Hyuga-Cloud conflict, Ao's Byakugan, Edo Hizashi, Hinata's role as heiress, and both of their relation to their clan and potentially the Ootsutsuki, since they appear to be the same species. Stop acting like Neji was any better in part 2 than Hinata was, they both were treated the same more or less.

That does not mean that Hinata is a good character either.
Maybe so, but Hinata's lack of proper character development is due to a lack of screen time in Part 2, much like Neji. Like I said above, the two had very good development in part 1, but were then dropped out of the manga despite both still having plenty of potential for development, with Neji's most notable moment in P2 being his death and Hinata's being her speech to Naruto. Says alot about how he handled both.
She is pathetic in her own way and it would just be magnified if she got more screen time.

Kishi was not going to show direct romance until the end so Naruto would have had to be more oblivious than ever and Hinata would probably start doing things that you don't like to make things interesting because otherwise it would be boring as anything.

You DO realize this was a flaw on Kishi's part, right? To postpone the romantic relationships and not develop them? Let's assume a competant writer and say he DOESN'T do that, and instead ops to develop the bonds steadily throughout the series, the way it should have been done.
In any case, there is no need for 100% focus on romance if Hinata was a main character. There are a million and one other things her character could have focused on along with focusing on romance here and there.
It would have been better if he just made Sakura better or replaced her with a completely different character that he actually put effort into.
Thing is, Sakura and Hinata could BOTH be made good characters.
The difference is Hinata would not need her story arc (which shares components of Naruto's, Lee's, Choji's, Sasuke's, and Neji's story arcs), her background (which fits more in line with Naruto, Sasuke's, and Kakashi's), her powers (as there would be far more room for a diverse moveset with Gentle Fist), her romance (since its a positive bond that has a legitimate basis), or her personality (since it meshes well with Sasuke/Naruto's) to change so drastically that she'd end up becoming a
whole different character.
With Sakura, you'd have to give her a tragic backstory in line with the other 3 members of her team, not make her a medic so she can fight on the front lines, get rid of her romance with Sasuke since it has no basis, and change her personality to that of a solider rather than one of a civilian girl ho cries at everything and wants to end her life over her crush leaving her.
Though since he is so bad at females maybe the third member should have just been a guy.
Again, let's assume a competent author here.
