He has god seaeling jutsu, but it cannot breeak Susano'o. He beat half powered Tobirama and Hashirama. Oro was just watching.

It was already stated that Tobirama and Hashi were not at full power. I believe that Hiruzen was said to be the strongest Kage at that time. Also, Hashi's power was like a fairy tale, nobody believed how powerful he really was.
