The yin seal does not give a speed boost. This is complete, and utter fanfiction. Tsunade, who was a legendary ninja without the seal, was having trouble hitting Kabuto, who was no faster than base Naruto, with the yin seal. Unless you're suggesting Tsunade's skills were absolute garbage for such a huge boost to only make her capabilities below base Naruto............... well............ you get the point.
