it in part1. Not because we have never seen him fighting that we should jump into conclusion that he is fodder or something(people always believe like this in NB). Since part1, i knew this guy was beast. He was not considerated the same as other jounins in Konoha, respected as he should be(Hyuga leader). In his background it's stated that he defeated Kumo's leader with relativ ease

Since part1, he has demonstrated that his rotation is

His Byakugan use also seems different from other Hyugas since he is able to notice

I don't know if you realise but on this pic he was able to push back even Juubi's tail. Notice that Juubi's hand alone is

. So it was a ridiculous feat there we got from Hiaishi. The technique he used at that moment is normally used

(which can be seen with Byakugan) from a distance. So this technique is really dangerous, and looking at the power of Hiaishi's vaccum, it can easily kill normal humans i think

Remember that we have never seen him fighting, so i find it weird that people judge someone they have never seen fighting without knowing. Hashirama was long time underrated as a kage, now only because of Madara's hype people believe he is the strongest hokage. I remember that i always asked myself why Kishi didn't want him to be there during Pain's attack. Hiaishi was one of the ninjas i always wanted to see fighting, and then i realised that it was probably on purpose because he was hiding something with him. If he was there, i'm sure it would have been different. Hiaishi dealt with Kumogakure's leader with relativ ease(said by Neji Hyuga).

Now i think we got the chance to see the Hyuga leader fighting at full power(i wanted Neji surpassing him though, but unfortunately it won't happen). All that to say that Hiaishi is easily kage level

Now you're speculating with the story? Since Uchiha and Senju no longer exist it was a common sense that Huuyga will be named as the strongest in the leaf.

And most likely because no one in the leaf(of the new generations) actually have never seen even the power of Hashi or the progress of the sharringan.

In terms of skills He's low kage level but in terms of leadership he's right up there with hiruzen IMO. He's protected his clan throughout the years and they've never faltered.

In regards to rank he shares the same rank between Jonin and Kage which is where shikaku was for example. This is from the databook.
