By that time democracy was gone from Konoha's governmental system. We know for a fact that Tobirama's political system for the Militia setups was adopted by all hidden villages and that includes the arbitrary setup where the Kage appoints the next Kage, together with the Jounin Council, completely taking away the basis of democracy.
Tobirama was not simply cautious of the Clan; I would never agree to this sentiment. He truly did loathe the Clan for what had happened to his family members, which is ironical as I find ever member here stating that Madara never discarded his past, when in reality, Madara lost everything and still gave up his loathing and embraced Hashirama and his own past ideals. Tobirama never did. It's this man that started the whole Chain reaction of conflict by not abiding by the ideals on which the Village was built on - equality for all.
He did everything to thwart their entry into the Jounin Council, which had a great deciding factor as to whom would take the Hokage seat. The fact that Hokaegs were given the power to select the next one meant that he could always appoint someone he saw as fitting to carry on his own ideals. It's like appointing a true successor. He started an illegal surveillance on the Clan, when he had no right to monitor them after they had ousted their own Leader. In fact, he had no political, ethical, or moral right to spy on a Clan's activates when they were the founding fathers just like his own Clan.
It would be interesting to espy the morbidity of his lopsidedness, as he never instructed Hizuren to stop the surveillance and the Elders again followed his own line of thought. All this, is not and cannot be declared a coincidence. I attribute the fall and inhuman slaughter of Uchiha Clan to his disturbing actions.
Precisely, Hashirama captured the Tailed-beasts and used them as political bargaining chips, escalating the violence between Clans that emerged as Powerful Independent Military Nexuses in shape of hidden villages after Tobirama's poor Village infrastructure set-up. Both of these brothers didn't contain the blood-shed, they intensified it by forming alliances with Clans that opposed others. The opposition clans joined other villages and a cycle of violence started anew; this time, with many clans involved together with the Tailed Beasts thrown in the equation.
No, both the Senju and Uchiha formed a peace treaty and founded the village. The voting took place after other clans were assimilated into the village. Hashirama's statement that, "do you want to throw everything away that we have worked so hard for", is a testament to Madara's own contributions.
