Yes you can assume it's where they got the information from provided that other translators that actually bothered to do the work could not even find a mention of genjutsu on Nagato's profile. So unless every translator was wrong somehow except the "oh, so reliable" wiki translators, then the only option is that some moron on the wiki read the troll post took it seriously and decided it was "fact".

Yea saying Aizen negs Madara by taking his soul is also clearly ignoring NV's rules. For starters shinobi in NV can see souls. Also shinigami can only take souls by cutting the chain of fate or whatever it's called. Souls in NV dont have that shit, therefore Aizen can't do shit to Madara's soul. Now take your blind devotion to bleach somewhere else.
@ OP if you're talking about cross universe battles, we assume whatever power they use are the same. For example chi in avatar, reiatsu in bleach and ki in DBZ are considered the same damn thing in cross universe battles in order not to nerf one universe.

She only went on a rampage when her children were adults, and they got her chakra. She specifically targeted them. Before that, she just became a tyrant, and it doesn't list chakra as the reason for the people in general. Regardless, genjutsu doesn't require a chakra network, but chakra itself. All beings in some way or another have chakra since it's a life-force, and the components are physical and spiritual energy, something that all humans have.
