I don't think you understand the definition of "needs to power up first" or "you can't blitz what you can't reach"

Gaara using his sand is almost instant, and he can surround himself on all sides with it. He is also the king of multitasking. He has no difficulty creating a sand shield all around him, levitating, switching places with a sand clone and attacking Raikage all simultaneously. Any opening (which powering up is) and the fight is already over for Raikage. Also while Raikage is fricking fast, I don't think we should assume they're standing 5 feet from each other when the fight starts. And every foot apart they are only further increases the extremely high chance that Gaara wins.
Except his sand shield can't keep up with amazing speed as it has been shown in many of Gaara's fight.
Raikage > Sasuke and Lee > Gaara's sand shield.
His sand shield cannot keep up with Raikage's speed and one of his punch could easily break through his sand armor which consumes a lot of chakra to keep activated.
A has a lot more chance of winning.
You are obviously not interested in being educated, as this has been responded to repeatedly.
1) You keep mentioning Rock Lee... Gaara is alot more powerful now than when he was in the frickin chunnin exams... people keep explaining this to you, but you keep mentioning it, like it matters. So far we've seen Gaara's sand manage to catch A's father twice, someone who is at least as fast as A if not faster.
2) You must be thinking of Gaara as a kid... his sand armour and defence does not consume "lots of chakra" anymore. He has feats showing the manipulation of huge amounts of sand over long periods of time. Take a look at how a weaker version of Gaara did in his fight against Deidara. That's the scale of his sand attacks... scary isn't it? A can't "dodge" that, no more than he could have "dodged" his way through the sand tsunami that originally came at the kage. There is zero evidence A can effortlessly punch through the sand, and there's a good amount of evidence that his sand is really frickin tough, able to survive hits from huge explosions, super hard bones, ameratsu's, Susanoo swords, and even slow down Madara's Yasaka Magatama (Itachi's "best" long range attack).
And again, it's not like Gaara will be doing just one thing. He is king of multi-task... he'll be doing all these things at the same time, utterly overwhelming A.

Since Gaara can make more sand from the ground (and large volumes of it), it's not like his advantage is limited to the desert. Basically anywhere with earth, he's going to be able to do this, just slower (but still fast enough to end the Raikage no problems). You need very special circumstances to give Raikage a chance (in a cage, lol), while Gaara's advantage is basically "anywhere they're likely to fight".Hahaha I doubted of your ignorance and your stupidity at first but this post totally came confirm the obvious
"Take a look at how a weaker version of Gaara did in his fight against Deidara. That's the scale of his sand attacks"
Really kid? It seems like you're forgetting about the fact that he was in a freaking desert. Wanna play unfair? Let's put them both into a cage and make them fight and see who wins![]()
His sand can survive explosions, we've seen numerous examples in fact. He got KO'd by Deidara's regular explosion from point blank range due to trickery... Raikage has no way to get to point blank range, because Gaara will have sand barriers all around him, constantly attacking Raikage and defending him at the same time... which doesn't need to be for long, because once Gaara is airborne the fight is over.No he cannot survive explosions, in fact he got one shoted by Deidara's C1 when they fought. Go learn some facts or no one will take you seriously.
Again, his sand shield can't keep up with A's speed. It couldn't even protect him in time from Deidara's C1.
Forget it, you lose
Saying A can beat Gaara is like saying Tsunade can beat him too. A is fast, but his destructive power pales in comparison to Tsunade's. Furthermore the Hokage can regenerate herself, so Gaara can't deal with her so easily.
And how can A or Tsunade defeat a flying Gaara? They are taijutsu fighters.
While tsunades raw strength is greater than A's, They arn't miles apart, He is strong enough to One shot Km naruto if he hits him directly.
A has both insane Speed and strength.

You've ignored the last several posts I made about this, which among other things point out that Gaara's sand is fast enough to grab the 3rd Raikage (twice). Clearly you are not interested in discussing this intelligently.
A barely cracked Sasuke's Susanoo's ribcages Tsunade easily shattered Madara's skeletal Susanoo and easily braked the Susanoo swords. Tsunade's raw strength is on a different scale the A's.
Once again you are wrong. He can only make sands where there is sand already. Not anywhere with earth.
Remember that ball of sand Gaara would use to shield his entire body? The one that Deidara's explosions didn't even dent? Yeh... and he can still see outside using his eye, all while levitating and attacking A simultaneously (and creating a faux Gaara clone for misdirection). Gaara seemed able to catch the 3rd Raikage just fine after all (at least initially), and can send sand out in such large waves, that speed is irrelevant... A can't dodge that amount of sand for long.Explain one thing to me, how will Gaara defeat someone that he can't catch or barely see?
An utter lie. He got one shot because Deidara had swallowed some of his sand in his hands and transformed it, then Gaara put it back and used it as a shield. Gaara didn't have time to react because he thought the C1 was his shield... and he only realises what's happened when Deidara detonates it, and he think's "Sh-!" (and still survives, because he has a skin layer of sand armour). Deidara didn't beat him with speed, only someone who was totally dishonest in reading the manga could come to that conclusion. He got one shot by Deidara's C1 because his sand shield wasn't quick enough to react. Considering the Raikage is one hundred times faster than Deidara's C1, you do the maths, he would get fodderizes before he gets to do anything.
You are making so many flat out wrong remarks today, it's getting hard to keep up. Raiton is strong against Earth (not sand or water as people erroneously claim). Sand is not "earth", it's never identified as an element as such (and is never shown to be "weak" to Raiton). Indeed, if anything, since Gaara has only demonstrated the use of one element (wind) it'd be wind in nature (using it to pick up and move sand through the air)... wind being superior to lightning... not that we should assume it's wind anymore than we should assume it's earth. The Raikage also has the elemental advantage, Raiton can easily pierce through sand.
Gaara can't keep up with A's speed. He doesn't have the speed nor the reflexes to do so. You should give up on defending an already lost cause, you're not going to prove anything soon seeing your arguments..
Point i'm trying to make is, Both have the strength to kill someone in One Hit.
While A has this "One hit punch" and being the first/second fastest shinobi alive, While tsunade just has her One hit punch.
Tsunade is the strongest, then Onoki, then A, then Mei, then Gaara is weakest IMO.
The title could have been better. Its true, defeating someone in a 1 on 1, doesnt have to mean that you are stronger in general. But I cant put the whole thread in the title and the thread is about if the kage would do 1 on 1 fights vs each other, who would come out most victorious? So I will say this beating someone 1vs 1 doesn't mean you are stronger than them. Look at Shikamaru and Hidan.
Genin Naruto vs Neji
Suigetsu vs Gai.
