Yes. Despite seeing the movement if you don't have a means to achieve a counter with the needed speed, seeing the attack or not, you'll still be unable to counter it. Perceiving a movement is independent from being able to react to it. Unless you can use something that will work with that speed, you'll still be faced with the attack. In simpler terms, its like hearing. While you can hear the sound and be aware of it, you can never react to it before it reaches you as you can't travel faster than it. Or like when we talk about the copy aspect of the sharingan. You can copy something only if you have the ability to use it yourself. With ninjutsu, its simple: you can counter an elemental tech if you have the ability to use said nature. With Taijutsu, we saw that Sasuke could copy the movement but lacking the physical prowess needed, he still was unable to fully use what he saw like Lee did. The same applies here. You'll see whatever is moving and you'll perceive it in slow motion but you might not be able to counter it if you don't manage to use something fast enough.

Description:
This technique is essentially the complete opposite of Shōsen Jutsu (Mystical Palm Technique) but uses the same method and the same basic principle and abilities. The user will focus his chakra, though with a higher Yang concentration, into his hands, manifesting a red aura of aggressive chakra. However, instead of forcing tissues to heal by augmenting their regenerative abilities of the targeted cells, like in its polar opposite technique, the chakra will actually damage tissues, reducing their vitality and their regeneration, damaging them directly by mutating them into inviable cells (producing cancerous cells) or simply destroying them and producing direct injuries and wounds. Through chakra control and precision, the user can control what injuries he'll inflict into the target, varying from external injuries like burns, necrosis, etc to internal ones like fractured organs or bones, cancer, cloths, etc. The more damage the user wants to produce, the longer he needs to apply the technique same as with its polar opposite in which the bigger the damage the user wants to heal, the longer he has to apply the technique. The target will feel all the effects of the damage he is receiving from pain to all other related physical effects of the "disease", making this technique, when used in tandem with its polar opposite, an ideal torture technique. Despite its gruesome and fearsome offensive properties, the technique can also have great therapeutic uses as in some cases, to cure or treat a condition, the medic will need to injure the patient in a given way to then heal him. In theses cases, this technique allows its user to produce controlled injuries and conditions upon touch, making it much safer to use. Like its counter part, the effects depend on the amount of chakra spent but in the inverse proportion to its polar technique: the user will produce 2X the amount of damage by each X amount of chakra spent. The technique, much like the original polar opposite, is fast acting but not instant and the damage the user is able to produce is related to the area in which the user applies it.

PS- I spend 50 chakra points, inducing a non damaging disease known as Cluster Headaches. The Headaches on themselves don't damage your body. Its a condition that induces simply pain. Unbearable, anguishing pain.

However, pain with no damage cannot kill you. The objective of this is to stress you so much that you awaken your 3 T. For that, the fastest way is pain. Overbearing, convulsing pain.

This medical ninjutsu allows the user to speed up the body's natural healing process by focusing mainly Yang chakra onto their hands, forming an aura of greenish healing chakra which he then sends into a wound or afflicted body part. This allows the user to heal a patient without the need for medical equipment or surgery, making it very useful on the battlefield. It can be used to treat both external and internal injuries. It is vital to match the amount of chakra used to the severity of the affliction or injury. This requires a great amount of chakra control. Because of this, only a few highly skilled medical-nin are able to use this technique. The limitation of the technique is that it cannot regrow missing body parts or deal with poisons or toxins, though it can heal its damage. Additionally, perhaps its more severe drawback is the chakra cost, which, as the technique stands as a jack of all trades in terms of medical ninjutsu, is much higher than any other medical technique. For each damage point the user of the technique wishes to heal he needs to spend twice as much chakra. Basically, for X amount of damage the user needs to spend 2X amount of chakra to repair/heal. The user can also use this technique on himself and it can be used with one hand or two and even in two targets at a time or while using another technique with the other hand. The speed of the healing is fast but not instant, specially in internal injuries.

The ability, which has been posted in the form of a jutsu, to copy techniques of any kind provided one has the capability elemental wise and within physical constraints, this also includes genjutsu but more specifically for the latter there is the ability to reverse said genjutsu which actually prompts a question for me. The heaven and Earth genjutsu reversal technique; is that technique restricted to only copying visual genjutsu? With our eyes we see through what is a visually falsehood passively. So I'm wondering based on the description of that technique in order for somebody with the sharingan to release the genjutsu and even cast it on their opponent wouldn't that too have to be a visual/have some sort of visual affect? Also shouldn't it be synonomous with the level by which their Sharingan can release genjutus passively like since 3t can see through B-rank and below wouldn't the technique be B-rank, not A-rank for 3t Sharingan?

Description:

This is type of Sharingan has 3 tomoe. It allows the user to perceive motions, copy the motions perceived, and predict motions. An example of this is during the fight between Sasuke and Naruto at the Valley of the End. Sasuke could perceive Naruto's motions, copy them, and than predict what Naruto was going to do next. Essentially, to Sasuke through use of his Sharingan, it looked like Naruto was going in slow motion. When active the user now has the ability to keep up with extremely high speeds and mimic basic taijutsu exactly. With this the user can now copy handseals done by an opponent (using the adequate Copy Technique), and use jutsus as they do as long as he's able to perform them (having the adequate chakra nature, adequate knowledge of the field of expertise being copied, etc). The user must however be able to mimic the techniques, for if they are not physically able to preform the copied techniques they cannot do them. The user can now pierce through visual B rank genjutsu and below. Unlike the previous two sharingan stages this level has the ability to hypnotize a target. If however the target is too strong the hypnotizing with be ineffective. This can only be done on targets one rank below the user and through eye contact. The user will need to spend a move to activate it and will be able to keep it active until the end of the match as long as he has chakra and stamina for it. However, after some time, he'll be able to gain full mastery over the KG and gain the ability to activate it passively wiithout spending a move. He'll need to be Sanin Rank and have gained 3T for one month.

The technique can be used in any Genjutsu, not only visual, as long as you can know its a Genjutsu. You need to reason yourself that its a Genjutsu unless its obvious it is, and then you use the technique as a form of release and attack.
