A/minato wont be in motion all the time, all it takes is that 1/100000 of a second of eye contact for tsukyomi to proceed and the long genjutsu is inescapable (unless if chakra is funnelled through).

But you know nearly nothing of to think logically. YOu created a defence, allright. But that defence isnt perfect at all, its quiet easy to break it by using FTG right. Maybe it would work we dont know, but thare are weakpoints inside your defence aswell as they are inside every Jutsu.

actually , im going to say yes, why? because the nine tails wasnt running around "all the time" , and there was moments of catching it in genjustu from either when it was running towards pain or when it took its moments to stop. this reason doesnt make anyone retarded so stop the abusive talk. also when A was fighting sasuke , he wasnt exactly running around all the time either , he stood still to make decisions on his next move right before sasuke used amaterasu. an opponent is going to need to stop and think to evaluate you know, not just run around so much that your hard to follow.

Eyecontact is necessary, so Minato has to look in Itachis eyes AND itachi mustve activated Tsukoyomi before. The other way it wouldnt work. If Minato knows that, hed just look at itachis feet, like Guy did or on his bodie, believe me it is possible.
Difficult, but Minato is moves without losing time. So why should he not be able to look at Itachis body?

1. Intelligence and Skill of the user (Itachi would get 10/10 Points here)
2. Dojutsu (10/10 as well)

3. the Intelligence of the victim is as important as the intelligence of the user
(Minato isnt stupid and naive as Naruto, so it would work not as easy and not as fast)
4: Dojutsu of the Victim (Kakashi resistet the Tsukoyomi quiet three or four seconds before he got caught) And didnt you know that Minato has had Rinnegan?

You just throw the Kunais into the air and look whats happening. You have at least a little base you can jump around.
As I mentioned, its necessary that the victim looks at Itachis fingers or eyes, so if you first ignore him, just look at his feet you can place a general base. From that you can make it much bigger.
Im not the expert of FTG so I dont know the prfect use, but i think thats kinda good start.

Im a fan of Itachi, or at least his genjutsu, but he said himsalf that each technique got weakpoints. The weakpoints of most genjutsud we know is that the victim must look at the user.

him and madara was not moving normal speed and when kishi makes the animation you will clearly see that these guys are on the next generation of speed.(even bigger proof, look when he grab naruto with his base speed in the last shiuppden move -9.40 mins in to it

I agree with all the ways that you have listed that can dispatch the FTG technique, but the usual problem when comparing a character against minato is that the OP usually does not specify how much knowledge one character has about the other. Going up against FTG technique without knowledge is almost like going up against pain without knowledge.
