If someone says a certain democratic government is really a fascist government are they not questioning the democratic government's system or if someone says obama is a good for nothing leader are they not questioning his leadership?

You can state something that question something else. Like someone saying every fish in the ocean is brown and someone else saying every fish in the ocean isn't brown all fishes have different variations in colors. That questions the first person's idea.

nooo, they're both statements. It doesn't matter if they contradict or not, it doesn't make them questions.
Saying
"One plus one is two" and "One plus one is one" are both statements like your above post. One is right and one is wrong, no one is questioning anyone. Both are statements, albeit statements that can be proven true or false but still statements none the less.
