You're trying to make a big deal out of Hinata's one second of hesitation as if it actually means anything. 64 palms requires the user to have fluid foot work and hand work, precise aim and reflexes, and fast movements altogether so as to prevent the opponent from having any chance of escaping the 64 palms combo. Hence why it's said to be unavoidable, as the opponent can not escape it after the first hit lands. the fact that the Juubi clone was unable to escape the manevour despite Hinata's hesitation/mistake shows how insignificant and meaningless that moment was in regards to her skills with the technique.

The databook says that Hinata has a lot of potential but purposefully held herself back. Due to the pressures of her family and the positions she is supposed to project. This of course led to a lack of self confidence. However, as we have seen, when Hinata tries she is not a lost cause. She has talent but compared to Neji, she not a genius, but it's not like that matters. Naruto is all about the effort a person puts into themselves and that yielding dividends. Look at Hinata, Lee, Guy, Naruto, Obito, Jiraiya; all pf them started out worse than their rivals/counterparts but all of them have surpassed their obstacles in one way or another.
Nothing you've said has yet to prove p2 Hinata wouldn't win against p1 Neji lol, especially with p2 Hinata being trained by p2 Neji and knowing more moves than him

From the start; that comparisson is plain stupid. Since one is strong with his body, the other is strong by mind.
For a genius painted that High, Neji didn't catched up his "leader" nor kakashi part 1, he became just an average jounin, not good enough to have his own team.
Hinata from the start never have been painted "strong" in basic terms that most haters keeps putting as the only real point. In mental she was stronger than every genin of the block after naruto. In strengh she would be on the level of Naruto at start P1, but since he received the holy grail of giga power ups, he went out of her league.
More over by following the wisdom of the great Jiraya who raised the two most powerful konoha shinobi post-hashirama: what makes a shinobi strong is not skills but guts and will to never give up. Those people will go more far and be stronger than any half assed genius.
That's been proven truth, since she fought with her cousin without any hindrance during the war, when he should have surclassed her. Her strengh don't come from skills but from guts, and in that point she is above every K11.
If she can follow a stronger Neji, then she is above part 1 neji.
Oh and the rank says nothing in terms of pure power. In the Last, the MC was still a genin, when he could kick the ass of 100% of the NV alive.

First, Databook stats. NOTE that characters stats do NOT mean which character is stronger, it just shows which character is better well rounded shinobi and how good he/she is at these categories.

It shows that Hinata was infferior to Part 1 Neji in Ninjutsu(0,5), Taijutsu(2), and Speed(2) of course.
Actually to us, most relevant are Taijutsu and Speed. As we know III databook reaches to Death of Itachi and that where it ends just before Pain invasion on Konoha.

What is interesting that databook III Hinata didn't have air palm attack, which she used in war arc.
Hinata managed to learn twin lions fists, which should push her Ninjutsu stats to shape control at least 0.5 point up. It is also no farfetched to say Hinata's Taijutsu improved for at least 0.5 point or even 1 point.

It seems only advantage over her part 1 Neji has is more moves/skills as rotation and maybe full body blow Gentle fist, but it is uknown if Hinata couldn't do it.
