Did Hinata surpass part 1 Neji in the manga?

Meaning she barely had the skill to complete a technique Neji mastered in part 1. That's lacking the skills.

What you saw happen was with part 1 Hinata. Part 2 Hinata has changed. Even if I see it your way it all goes back to part 1 Hinata vs part 1 Neji. Lol So nice try sir.

You need to be open minded a bit and accept what the discussion is about. No body is arguing Hinata is better than Part 2 Neji. We are arguing if Hinata is better than part 1 Neji or not? Stop thinking this is about part 2 Neji. -_-

You're trying to make a big deal out of Hinata's one second of hesitation as if it actually means anything. 64 palms requires the user to have fluid foot work and hand work, precise aim and reflexes, and fast movements altogether so as to prevent the opponent from having any chance of escaping the 64 palms combo. Hence why it's said to be unavoidable, as the opponent can not escape it after the first hit lands. the fact that the Juubi clone was unable to escape the manevour despite Hinata's hesitation/mistake shows how insignificant and meaningless that moment was in regards to her skills with the technique.

In best situation it could be Neji pt.1 = Hinata pt.2

P2 Hinata has a longer arm reach than P1 Neji, so her attacks will hit before his do .

Yes and no.
Yes: he's a genius prodigy of the Hyuga. If he 'peaked' at 17 and remained that way, she'd catch up. But he's the perfect shinobi-chibi in that he's an 'ideal', by the rulebook of what a shinobi should be (more or less).
No: if her self-invented techniques are 'canon'. If you count her Will of Fire (she has it in spades, more so than nearly everyone else with a few exceptions.). Her empathy and emotional strength.
Neji is like a pre-Kyubi Attack Kakashi. He's a prodigy, but he's an ******* which is a massive handicap.
Hinata is like Obito. Considered weak and not worthy of her Clan, but has the potential to go far if she can tap into it.
She doesn't have his natural ability for the Clan style, nor was her Byakugan as developed as his. Apparently, according to Hiashi, no one else in the Clan possessed such skill and strength in their bloodline as he manifested.
Comparing her to him in terms of their Hyuga techniques is a bit unfair - they're both hindered by that, in some much that they don't display other styles/forms/jutsu (like genjutsu, fuinjutsu, use of weaponry, nature transformation etc) to get a better guage on their overall skills.
I think the anime goes into it more - depends if you 'count' that as canon though.
