Its just you bro....if he did he would have gave the power to just Naruto.
There would have been another fight and their bodies would be just like Indra and Ashura.
Which would solve nothing and make another uproar because people were actually cheering and siding with sasuke.

Even so Naruto couldn't bring himself to do so either way I believe. So Sasuke would kill Naruto then probably himself afterwards or vise verse.

hagoromo made a massive mistake by not picking indra, and that's what made a war between brothers, so this time he simply wanted to fix that mistake.
because from now on only naruto/ashura and sasuke/indra will decide what to do, how to make "peace" that's the correct word here.

He knew that Indra started a world war because he got left out of the family will. Leaving Sasuke out would just repeat the Cycle if he chose Naruto again. Anybody who thinks Hagoromo would magically side with the crazy family branch is deluding themselves, he's doing it for Naruto's sake to avoid a whole fiasco.
