Did Hagoromo give Sasuke powerup out of pity ?

In this other panel Hagoromo tells Sasuke that he will give him power ups because in the past he had neglected Indra.

Does this mean that Hagoromo did this only because he felt sentimental about his bad parental relationship with Indra and wanted to make himself feel better about the past ? If that is true this means that he only sees potential in Naruto and Sasuke is more of a tag along

And here you can clearly see Kaguya who gets reminded of Hagoromo by Naruto's actions and gets mad at him. She starts chasing after him.
Are these signals that both the Founder of Ninshu and the Mother of all chakra see some threatening potential and skill to Naruto and Sasuke is more like his sidekick ?

In a sense, yeah, it was seemingly out of pity/regret. He only gave Sasuke power because of him "not paying too much attention to Indra". It really had nothing to do with Sasuke.
