the eye awakened via Nue since the Nue was connected to Kaguya

when he gets to actually awaken the eye manually he will likely have all the byakugan abilities with the addition of the new ones

also these new abilities basically add to the already combo/meaning of GF+Byakugan and their purpose

Anyways, I'll share my theory on the eye.

We know the Ootsutsuki have the Byakugan as a natural power. And we know the Jougan is an advanced form of the Byakugan that allows the Ootsutsuki to travel dimensions.

In short, this means the Jougan is basically Byakugan + Dimension jumping abilities and nothing more. I wouldn’t even be surprised if Momoshiki, Kaguya, and Kinshiki have the Jougan too. Because ultimately it would be nothing more than a Byakugan with Dimension jumping/Dimension observing abilities and nothing more. This in turn would leave room for Bolt to use other powers like Kenjutsu and Jyuken alongside his eye.

I think that Hamura, at some point unlocked the Jougan through natural means (much like how Sharingan naturally evolves into Mangekyo Sharingan) and used it to travel to various dimensions in order to better understand why Kaguya did what she did. That would explain how Hamura knows more than Hagoromo.

During his travels to learn more about the Ootsutsuki Clan, he likely ate a chakra fruit that granted him the Tenseigan, much like how the Rennigan comes from the power of a chakra fruit too.

This explains how the Ootsutsuki jump dimensions and why the Tenseigan is exclusive to Hamura and can’t be found in any form in Kaguya (while Hagoromo’s Rennigan is clearly a byproduct of Kaguya’s RenniSharingan).

So boruto got this eye called Jougan (damn thought that was going to be some kind of villain), from his parents. So basically: Naruto's Negative Emotion Sensing + Hinata's Byakugan = Jougan, that's cool. Basically all the Hūyga were doing before was keeping the eye in the clan, ain't surprised a mutated eye came out of it, when a Hūyga branched out.

Bijuu abilities (as far as we know) can't be passed down, but their chakra and attributes can. The Negative Emotion Sensing was Kurama's power, until Naruto took his chakra and made it his own therefore also gaining that ability, which (as is now being said) was passed down to Boruto, which mutated his eyes. Sorta like how Hashirama's wood release (well Yamato in this case) was also changing when it came close to Naruto's chakra.

For those in denial about the NES not being Naruto's power, explain Mito. As far as we know (and that's what's been shown in the Manga), Naruto is the only one who did what he did to Kurama. So how did Mito get it?
