The only one that seemed to be diluted was boruto , even himawari senses to get a fresh set of eyes. Boruto obviously have special chakra that's has to be released to awaken his eyes, and the byakugan can't see sealed chakra

Hagoromo had the sharingan due to Kaguya consuming the chakra fruit and being the 10 tail host

similarly Naruto has this RS chakra and tailed chakra and Hinata has a pure byakugan

so they born a child with a mutation due to it


hence why no Hyuga clan member has the eye since they never contaminated their chakra with 10 tail stuff


it literally says a combination of the two hence why theory was correct and I am positive the OOtsutski or at least the clan head has this eye or the anti version of it
