Well, Raikage probably isn't that fast, but we saw that Minato almost got caught in Raikage's attack, so ofc we'd think that Minato's is slower.

However, there are many shinobi who can match KCM Naruto's speed, like Itachi, Obito and other.

So that speed isn't so amazing anymore :|

So it's both.

Keeping up with someone in cqc and taijutsu not same as keeping up with so eone in foot speed.

This strictly about shunshin. When naruto fight itachi, he was not even trying, he was trying to talk to itachi, but itschi attack him. Naruto mostly was defending while trying to speak to itachi at same time. And naurit already use tajuu kage bunshin to send many clone to different battlefield. So that naruto chakra not even at 100%. Why naruto even try that hard against edo, when itschi not even die.

Where did obito keep up with naruto speed? He using space time ninjutus to bested naruto most times. Kamui>naruto speed of course. That not mean obito can keep up with naruto max speed. It not the same thing.

Show me where itachi, or obito were using shunshin match naruto max speed?

The scan doesn't say anything about Bijuu mode minato. You can clearly see that it's speaking past tense: "and even praised to be as fast as the yellow flash".
