What exactly is it?
The byakugan is able to track high speed movements as we saw in Lee's fight with Gaara. Neji activated it and was able to keep up with Lee's movement no diff.
This should mean two things
1 The byakugan should be able keep up with users who use the body flicker technique as it isn't teleportation but simply high speed movement.

2 If the byakugan's 360dv is active, no one whose speed is at the very least (Older Neji's byakugan would be able to track higher speeds) slower than 5G Lee should be able to escape their line of sight in a straight up fight.
Now i'm not sure where but i believe it was stated the sharingan reads the muscle movements of the opponents and generates an image of where their next movement would be before it happens hence precog?
If so, technically doesn't the byakugan do something similar? Since it has the ability to track high speed movements, fast taijutsu attacks would mean nothing because said attacks should appear slow to the byakugan user making it easier for them to react and dodge/parry which is what sharingan precog does but in the form of producing an image.
