According to the defintion of the term blood line Nagato isn't only Uzumaki, but Senju too like Tsunade. A descent line (outdated: Blood line) is the {direct} row in which forefathers and her descendants are related by blood with each other;
A direct bloodline~for example:Child=>Mother
The ability to control chakra is one of the main properties of every Shinobi and the result depends also on the individual abilities. You don't control your chakra and power with chakra, wtf? The Rinnegans power was just too much for Obito to control.

They are Senju offshoots, and Senju were the strongest clan along with Uchiha, so yeah. They're definitely up there. I wouldn't go as far as to call them the strongest though.
