The problem isn't the fact that the Daimyos aren't allowed to fight, the problem is that the Diamyos are RPers that want to fight!
In my opinion (which I know doesn't really matter because I don't have the notoriety of many others) there should be a training system that works to help everyone, n00bs and non-n00bs, to understand the RP system better, and keep the battle ready RPers out of political positions... The Daimyo is a political position, whose real purpose is to simply fill the gap in the story; during the Manga/Anime the only thing the Daimyos' are good for is being politicians, NOT fighting...
If you really want to keep a checks and balances system in place, create council members to advise the Kages. Diamyo is and always will be a worthless position in battle.
Also the villages should have leaders that are active, and dynamic with the desire to interact with the villagers at least daily. (RL issues aside of course)
