It works completly like a Rasengan, however start releasing Sui Chakra into your palm and use the Same concept as when you create a Rasengan on this, forming a Sphere of Water.

Ok so now forming the spiral water sphere in my hand now in the motion of throwing a ball i release this water sphere and as soon as the sphere is out of my contact i quickly manipulate my chakra to transform it into a giant vortex of water which now proceeds towards my target in this case a tree!
