1. Yeah you can, unless a technique says otherwise. You've got quite a bit of freedom when it comes to them.
2. Yeah I don't see why not.

Any other questions?

No worries, mate.

(Fūton: Kami Oroshi) - Wind Release: Godly Wind From The Mountain
Rank: C
Type: Attack
Range: Short-Mid
Chakra Cost: 15
Damage Points: 30
Description: This technique, after performing the required hand seals Tiger → Snake → Ram, creates a vortex of wind to blast at a target. It can be used in a combo with Fire Release: Running Fire and Earth Release: Earth Corridor to release a massive inferno at the opponents while they are trapped within the confined space of the earth

Really just a vortex of wind that can be used with two other techniques to create something massive, that causes massive damage.

Really just a vortex of wind that can be used with two other techniques to create something massive, that causes massive damage.

+ How to be used in a battle

After performing the three hand seals of Tiger->Snake->Ram, the user pushes forward with their palms, releasing a wide vortex capable of repelling numerous tools and jutsu, similar to the rumbling wind wall, great wind breakthrough, and gale palm techniques. In fact, it’s very much the same to those techniques both in use (repelling jutsus, disabling an opponent’s move, distraction, etc.) with a few differences. While the great wind breakthrough and gale palm techniques can be used to propel tools at a quicker pace, this technique would swirl them in unpredictable directions, thus making this ineffective for those uses. On the other hand, because of its swirling motion, it can actually be more effective at eliminating tagged kunai by directing the explosion away from the user’s field of vision, if that is required (which it should be for the most part). Also, although slower to use than the gale palm jutsu, it has a wider range than that technique, and while it’s shorter than the great wind breakthrough’s range, it requires two less hand seals, thus making this technique more useful for most circumstances. Finally, because of its vortex nature, it can be used as a better, more direct attack than either great wind breakthrough or gale palm techniques. However, every one of the three mentioned C-Rank techniques are, for the most part, more useful than the rumbling wind wall technique, which should only be used under dire circumstances.

+ How to be countered in a battle

Easily by the combination of the two jutsus mentioned within the description, alongside numerous walls, jutsu dodges (digging underneath the ground, propelling yourself in the air (considering that it doesn’t completely cover the user’s range of sight like that of the great wind breakthrough), etc. Not many differences from numerous other techniques.

+ Some advantages and disadvantages

Advantages:

1.) This technique is excellent for propelling tools and jutsus away from your field of vision, and also for eliminating numerous tools and jutsus at once
2.) This disrupts an opponent’s move, thus possibly cancelling out a hand seal series if you’re quick enough with your own (i.e., specialize in wind release)

Disadvantages:

1.) Easily counterable with a direct katon technique, as its range is more direct than some other techniques
2.) Unable to propel tools and jutsus forward properly, as it would push them away

+ Your personal opinion about the technique

Okay technique, not the best wind technique I’ve learnt thus far (that would be the Divine Wind technique).

Yeah I concur, not that good really.

(Fūton: Kazekiri) - Wind Style: Wind Cutter
Rank: C/B-Rank
Type: Supplementary
Range: Short
Chakra Cost: 15/20
Damage Points: N/A
Description: User will create a slicing wind gust which is used to divide and neutralize a Wind attack launched against him. It splits an incoming wind attack of lower or equal strength and makes it harmless. Depending on the users skill with Wind release and the amount of chakra spent, the technique can vary in strength to suit the users needs. Bios with Wind as their main specialty can defend from up to B-Rank techniques.

This is a technique that counters C-rank and below wind techniques, more so splits the technique in two so it goes past you. If you have wind as your main specialty you can defend against B-rank and below techniques, like I can. xD

+ How to be used in a battle

The user begins by charging up some fuuton chakra in their elbow, and then swiping their arm as they release this chakra, funneling it down to their finger tips (I imagine that one can do this with their legs as well, although I don’t why they would). Depending on the swiping motion, this can send a harsh, sharp wind in different directions, making precision with this technique crucial. For example, swiping the hand downwards or upwards would slice any particular technique vertically, yet swiping it on a horizontal axis (left to right or vice versa) would cut it in that motion. Also, just doing a vertical slice wouldn’t necessarily mean a perfect cut either, so precision in even location is necessary. Yet, it’s short range actually helps with this, leading to less calculation for the cut location.
Some advantages over using katon techniques to counter fuuton techniques is that it is very quick to prepare and easy to use, needing no inhalation/exhalation, no water source or ample earth source, no hand seals, and has very little chakra cost. The disadvantages, though, is that it’s very thin, meant only for cutting a particular fuuton technique, and thus cannot serve as a more general defense. It also is quite weak without specialization.

+ How to be countered in a battle

The basic fire release technique is the perfect one to counter this one, because any d-rank katon technique is instantly counter any c-rank fuuton technique, which means that this technique is only useful for eliminating a particular fuuton technique. For countering one used by a fuuton specialist, the use of the soaring flame bullet technique, as that technique doesn’t require any hand seals, thus making it useful for countering this technique.

+ Some advantages and disadvantages

Advantages:

1.) Easy to use and prepare, allowing one to use this attack without having to go through hand seals or other means to propelling the technique
2.) Swiftly used, thus having an immediate effect, useful for last minute counters
3.) At B-rank, this jutsu has a very versatile list of jutsus of which it can counter

Disadvantages:

1.) Not a very large area of effect, making it a more specialized defense
2.) Because of its size, it can be consumed easily by even smaller katon techniques

+ Your personal opinion about the technique

Actually not bad, probably most useful to use if you specialize in fuuton though.

A quick question:
1.) Can this jutsu actually damage an opposing shinobi, or is it just mostly used as a specialized counter?

I guess that it is okay then, but it certainly puts a damper on things. Can it at least be used as both a counter and a disruption, in other words, does it have any secondary effects? Or is it really just for countering?

Just really for countering.

Let me see you use this in a combo.

Castiel performs some seals. Then releases from his body a gust of wind that heads straight towards his student.

(Fūton: Daitoppa) - Wind Release: Great Break Through
Rank: C
Type:Attack
Range:Short-Long
Chakra Cost:15
Damage Points:30
Description: This is a relatively simple technique that when the user performs the following hand seals Tiger → Ox → Dog → Rabbit → Snake they create a sudden gust of wind, but its scale varies greatly depending on the user. If used by a superior shinobi, it has enough destructive power to knock down a large tree. The wind from the squall can blow away all things in the user's line of sight. A variation of the technique involves a smaller blast of wind which gets ignited with flame.

*As Castiel's wind approaches Agnes, she first concentrates some chakra into her feet, to better keep her position, before gathering some chakra from her elbow to her right hand. As the wind strikes, she then swings her right arm diagonally, from her left eye to her right foot, thus cancelling the wind. As Castiel's wind is neutralized, she then performs a ram seal and pushes forward, shifting her chakra from her feet to her hands, forming three tornadoes that go towards Castiel. She finishes up then by performing a tiger hand seal before inhaling for a second. She then exhales a stream of fire that connects with the tornadoes, thus forming a larger, single tornado of about eight feet wide and eight feet tall that is able to approach Castiel. She sighs as she finishes this, hoping that this what Castiel was looking for.*

(Fūton: Kazekiri) - Wind Style: Wind Cutter
Rank: C/B-Rank

(Fūton: Kamikaze) - Wind Release: Divine Wind
Rank: C
Type: Attack/Supplementary
Range: Short
Chakra Cost: 15
Damage Points: 30 (+10 if used with a fire technique)
Description: The user releases a gust of wind after forming the Ram handseal, that forms several small tornadoes. Combined with Fire Release: Running Fire that forms a circle on ground level, this creates a massive flaming

( Katon: Hibashiri ) - Fire Release: Running Fire
Rank: C
Type: Attack
Range: Short-Mid
Chakra Cost: 15
Damage Points: 30
Description: After performing the Tiger hand seal by utilizing their fire chakra, the user will create a stream of fire that can be manipulated into several forms (rings of fire that runs on the ground or a circle of fire flying through the air) before striking the target. It can also be used in combination with Wind Release: Divine Wind to create a tornado of flames, or with Wind Release: Godly Wind from the Mountains to release a massive inferno. The stream of fire can be created by stomping the ground (running across the ground in this case) or by spewing the flames (which will form an airborne ring of flames that will travel towards the enemy).

Description: The user unleashes a wave of wind that slashes at the opponent by swinging their hand or hands.

Very simple. Send fuuton chakra into your hand, then by swinging your hand, you will release a wave of wind that can cause medium sized cuts on your target.

+ How to be used in a battle

Similarly to the Wind Cutter jutsu, this jutsu is utilized by funneling fuuton chakra into your arm of choice and then swinging or swiping it in any direction, causing a wave of wind to charge towards the opponent in the direction given (for example, a vertical swipe would send a taller wave of wind while a horizontal swipe would send a wider wave of wind. Unlike the Wind Cutter jutsu, whose duller blade makes it better for elimination of an opponent’s fuuton jutsu, this jutsu is capable of dealing a slice onto the opponent, causing cuts to the skin and superficial muscle. This can cause opponents to be in pain whenever they utilize the cut area, for example, a cut can be done to the inner elbow, thus causing pain whenever the opponent flexes that arm.

+ How to be countered in a battle

This jutsu can be countered almost entirely similarly to the Wind Cutter jutsu, hence through katon techniques, through doton walls of equal or higher rank, through damaging the arm, or even just through another fuuton technique. It is also small, so maneuvering around the jutsu should also work.

+ Some advantages and disadvantages

Advantages:

1.) Easy to use, as the only requirement for use is to concentrate fuuton chakra into your arm and then swing said arm
2.) Thus, it is easy to establish a combo using this jutsu, thus stacking the jutsus the opponent needs to counter
3.) This jutsu can be used to increase the difficulty of the opponent using certain superficial muscles

Disadvantages:

1.) Dependent on the arm for use, thus restraining the use of the arm cancels and neuters this jutsu
2.) Very small and precise jutsu, thus doesn’t need a wider jutsu used to counter it
3.) Doesn’t cut into the deeper muscles, making it easier to heal the damage done through analgesics and then bandages.

+ Your personal opinion about the technique

Essentially the jutsu I wish the last one was. If only one jutsu of this sort had both offensive and defensive capabilities.

(Fūton: Kujaku Senpū) - Wind Release: Peacock Whirlwind
Rank: C
Type: Offensive
Range: Short - Mid
Chakra cost: 15

Description: This technique utilizes wind chakra into the users sword and then swings it to create a powerful whirlwind of sharp winds. The core skill behind the technique is the timing between channeling chakra into the sword and releasing it as the sword is swung.

By using a sword you will channel your wind chakra into the sword, and then by a simple swing you release the chakra in the form of a whirlwind that is able to cut and cut deep due to the sharp winds.

+ How to be used in a battle

This technique is similar to the Wind Cutter and Wind Terror jutsu in execution, except it uses a sword as the medium with which a larger whirlwind is produced. It is here, though, that the results of this jutsu are different. Because of its increased size and length, this is better to use as a more broad attack upon the opponent rather than to specifically attack any particular part, as the Wind Terror is mostly used. Also, this results in deeper cuts, thus being harder to heal efficiently, hence being the better jutsu to use nearby more medically experienced shinobi. Of course, experts in medical ninjutsu can deflect this damage easily, but I digress.

To actually utilize this jutsu, one needs to first concentrate fuuton chakra into the blade, until it hits the peak of the blade. Then, as you swing the sword, at the zenith/nadir of the beginning of the swing, you begin to release the chakra, so that by the middle of the swing, the majority of the chakra is released into the middle. In simpler words, this jutsu should be the strongest in the middle, and weakest at the ends of the whirlwind. It is also for this reason that a clever shinobi may be able to partially imitate the Wind Terror jutsu by aiming the middle of the jutsu towards the part of the opponent’s body they wish to damage, although this may be difficult to properly aim, especially as this jutsu has a short concentration period because of the usage of a medium to utilize it, meanwhile, the Wind Terror jutsu is more instantaneous, as the medium is merely the arm, which is far easier to concentrate chakra into and release chakra from it.

+ How to be countered in a battle

The whirlwind itself as no particular unique counter, merely the same as mentioned before, except potentially more widespread katon/other elemental jutsus may be needed, but severely so. Yet, there’s also another method to counter this jutsu. Because this jutsu depends upon the sword connecting the swing to fully implement the jutsu, by blocking the swing of the sword, you effectively block the jutsu itself, as it is now unable to connect. Furthermore, you also close the gap between you and your opponent, and are now able to connect with your own Peacock Whirlwind/Wind Terror/ any other number of techniques, including Taijutsu and Kenjutsu techniques, which I sadly don’t have any training in currently.

+ Some advantages and disadvantages

Advantages:

1.) Has a farther spread than Wind Terror, thus is a more broad attack. It also has a larger length, meaning that you need a more continuous attack to properly counter this jutsu, thus making this effective for making an opponent spend more time countering a single jutsu, thus giving you more time to develop your own complement jutsus, such as the Great Blaze Ball or Divine Wind jutsus, honestly my favorite two jutsus that I’ve learnt thus far.
2.) Doesn’t require any handseals nor any sophisticated developmental time, thus having a quick implementation period, but not a swift as that of the Wind Terror jutsu
3.) This is a wind-style imitation of a sword swing, hence it is capable to cutting into muscle and also of deflecting smaller ninjutsu tools. Thus it can actually serve as a last-resort defense if needed.

Disadvantages:

1.) It requires the sword to fully swing to successfully connect the jutsu, thus, by deflecting the sword swing itself, the jutsu won’t be implemented
2.) You are unable to redirect the direction of the wave once the sword swing has begun, hence making this jutsu have a lag time between the sword swing and the jutsu implementation. Because of this, the Wind Cutter jutsu is this jutsu’s perfect counter. Yet, a clever shinobi can turn this disadvantage into an advantage by tricking the opponent to use that jutsu, thus ignoring the devil in front of them so to speak.
3.) Unlike the Wind Terror jutsu, which is easier to implement into Taijutsu combos, this jutsu is harder to implement into Kenjutsu combos, given that the sword swing needs to connect before the jutsu is implemented.

+ Your personal opinion about the technique

Not the greatest, but not bad either. However, I think I prefer the Wind Terror jutsu.

+ How to be used in a battle

Essentially this jutsu is implemented the same way as the Great Vacuum Cannon jutsu, in that you first inhale and concentrate some fuuton chakra before you exhale it. The key difference between them is how the jutsu actually ends up. With the Great Vacuum Cannon, it’s a single use jutsu, meaning that only a brief sphere of wind is produced, while with the Violent Whirlwind jutsu, it’s perpetuated as a stream for as long as the user exhales, and only stops once the user stops exhaling, and thus stops the stream. This stream, then, can be a more sustainable defense, stopping more than a moment of shinobi tools, and actually serve as a zoning tool, forcing the opponent to move to either side of the user, thus granting a particular portion to the opponent, and thus can also be used as forcing the opponent into a trap created by the user. This can also be used as an attack per se, but I wouldn’t suggest doing so.

+ How to be countered in a battle

The perfect counter for this jutsu is any streaming fire technique, such as Great Fireball or Fire Breath, or any larger Katon jutsu, such as Great Blaze Ball. Also, you can stop the user from exhaling and thus cancel the jutsu, similarly to how one would stop a user from using streaming katon jutsus. Otherwise, just counter this similarly to many other weaker fuuton jutsus, as besides its streaming ability, its range, size, and complexity doesn’t actually differ much from many other fuuton jutsus.

+ Some advantages and disadvantages

Advantages:

1.) It can be used to counter shinobi tools
2.) May be effective for zoning opponents
3.) Can be used to push opponent away

Disadvantages:

1.) Ultimately, why use this jutsu, when Great Vacuum Sphere is nearly the same in implementation, and yet doesn’t require a continual stream to have the same ultimate effect? The whole problem is that for a stream to be properly implemented, there’s the implication that some time is required before the stream can be properly created, and thus make the jutsu effective. Yet, the problem is that it’s not the widest or tallest jutsu one can use, and mostly only focuses upon the middle. This creates a problem, even for the aforementioned zoning usage, because to end a stream actually requires time in itself, thus allowing the opponent to actually begin preparing another jutsu by the time the user successfully ends the stream. It doesn’t even follow an unusual path, such as the Running Firejutsu, nor is that big, such as the Great Fireball jutsu, it’s just a generic stream. Maybe it can be used to push an opponent, or to cause a disruption, but it’s unlike the katon element, in that many of those a streaming jutsus meant to end a combo, there are too many better fuuton jutsus to use for this one to be of any use in most scenarios. Maybe I’m just being overly negative, and that, with time, I’ll actually like this jutsu… oh well, not like I’m actually following the template properly this time .

+ Your personal opinion about the technique

Um, I think the mess I made of the disadvantages kind of describes my opinion, but maybe I’m just being overly harsh here.

Wind Terror/Wind Cutter: The more I think about these jutsus, the better and more applicable they appear. While not that wide, nor powerful, the ease of usage they carry, and the precision allowed with these jutsus, actually allow some interesting strategies to play out.

Gale Palm: Same as above, except with wider, less precise applications, and this beat out Great Vacuum Cannon because it doesn't require breathing for application

Divine Wind: Do I really need to explain why I like this one?

+ How to be used in a battle

Similarly to the Peacock Whirlwind jutsu, the user concentrates fuuton chakra alongside the blade of their sword and releases it as they begin their swing. The difference is that, unlike the aforementioned jutsu, which sends a wave of wind towards the opponent, this one… just creates a vortex around you. It can be used if there are numerous tools heading in different directions towards you (e.g., one tool towards your back, the other towards your right rib, etc), but this doesn’t seem as useful is there are only tools heading in one or similar directions.

+ How to be countered in a battle

Because this merely spins around the opponent and doesn’t damage you whatsoever, one can merely make a cup of tea and wait it out, or easily counter by the fire release: demon lantern technique or pretty much any katon jutsu, given that they are surrounding themselves with wind, thus making themselves increasingly vulnerable to its katon weakness. Whatever you prefer in that moment.

+ Some advantages and disadvantages

Advantages:

1.) It creates a circular barrier around yourself, allowing it to repel tools and other simple obstacles from numerous different directions
2.) It’s as easy to use as the Peacock Whirlwind jutsu

Disadvantages:

1.) It has the same disadvantages as the Peacock Whirlwind jutsu
2.) If the wind is ignited, it can easily incinerate the user, as the user is in the middle of the jutsu as it is being used

+ Your personal opinion about the technique

Kind of silly, no, really silly; also, I don’t have much to say about this jutsu.
