Why then he didn't level Konoha with them tails?

Couple of things: Attack power =/= defense power. Clear example is Gai in gates modes, he can dish out stuff like Evening Elephant, Night Guy and so on but doesn't mean he can withstand one. Since the question is if Perfect Susano'o is able to withstand a Night Guy, the attack power of the former is irrelevant to the discussion.

And yeah, unless the perfect susano'o has a defense against space distortion, Night Guy will maul it.
